These quests were fixed and made available for the first time during the Agnarr server, there are quests available from Firiona Vie and The Overthere, and you can complete quests from them both provided that you have the faction.
A number of the items required for these quests can be obtained from popular camping spots while grinding to lvl 60 (graveyard in chardok, crypt in sebilis etc). Be sure to read up on the quests and mark down the items that are needed for any quest that you want to complete.
